AMD radeon R9 270x overheating

I'm having a few problems and im not sure where the issue is coming from.

1.My graphics are fans aren't spinning sometimes which is causing the GPU to heat up to 94c. I have downloaded MSi afterburner and that has helped but still gets over 70c.

2.PC freezes (doesn't matter on what i have open) at really random times. I have to hard restart or shut down.

3. PC doesn't shut down properly? Every time i boot up, it opens my internet straight away with the last tabs i had open? This happens without me even clicking on the link.

4. Sometimes the case fans still runs little while after the PC has shut down.

Not sure what component is faulty? I am on windows 10
 
Set up a custom fan curve in MSI afterburner. I had to do this with a 7870 (same gpu) for a mates build.

test max temps using a a few loops of Unigene heaven.
 
It handled it fine. It got up to around 80c but when i clicked the msi button again it stayed around 69c. One other problem i have found is that my second monitor shakes when i either type or move my mouse
 
What is the GPU load when you only have Chrome open?

Did you clean out the fan on the GPU? Maybe even repaste the cooler?
 
How long have you had the GPU for? Getting rid of the dust can do wonders for temps. And seeing the 270X itself was released over 5 years ago... 5 years of dust can be a killer :p.
