Microsoft YOur Phone Pop-UP

Hi this message keeps popping up on my screen and I cannot close it down without shuting down the computer. Can anyone help me get rid of this?

Does not work. I have clicked and double clicked and it stay fozen to the screen until I shut down. Clt+Alt+Delete shows nothing in Task Manager. I also need to know why it keeps appearing in the first place.

First time seeing it too, and my work PC's not signed into an account. Did this happen after an update?
