It's not just about the offender though. Pursuits are dangerous for the officers and for other road users and therefore the danger needs to be proportionate to the policing purpose. If someone unconnected dies, then I'm sure the public would care a lot.

Accidents happen and are unfortunate but living in fear of them is no way for the police (or anyone for that matter) to operate.

It basically comes down to the same reason police in Rochdale/Rotherham didn't help child rape victims. Or the policeman who stood idle outside an American school while kids inside got massacred. It's excessive regulation, either written (health and safety) or unwritten (political correctness) paralysing the police' ability to act upon their instincts on the off chance that their actions in doing something might have a more negative outcome. It's just become easier not to get involved.
 
Guy who ripped down the flowers has been given a threat to life notice by the police and told he should move house because they can't protect him.

The ****** are also planning a 100k general procession past the old guys house too.

I wonder what happens if the gypsies get into a conflict with the local muslims how on earth will the police decide which is the minority group they should side with :/

I didn't want to be the one to point it out but it is a valid point to raise... if this had been say tower hamlets and the local "community leaders" had rallied around then I wouldn't be surprised if it was the travellers who were told they may be arrested for breach of the peace for repeatedly trying to put up the provocative memorial on someone else's property as the locals might well be judged to have greater potential to kick off.

if the pursuit poses a serious risk to the public then i would expect the police to use their better judgement and pull back.

Mixed feelings about this one. I completely understand the reasoning behind it but it also lets the criminals know that to escape they have to make it too dangerous to the public and the police will cease, it just encourages them and makes it more dangerous.

I'd like to see more police helicopters or some sort of Drone system.

They've now made threats against another resident of the street whom the police have refused to protect.
Basically the gypsies are coming out of it as we all expected, like scum. The police are coming out of it as we all expected, inept. The public who live in the area are coming out of it as expected, let down.

I’m tired of people who seek to defend the criminals of our society wherever they exist of whatever form they take. A member of our underclass criminal society died in the act of being scum and for me that is 1 less piece of rubbish littering our streets. To then see people like him seek to elevate him in such a manner is frankly preposterous and the police and government need to stand for the right side of the debate. There comes a time when freedom to protest or support is gazumped in my book and this is one.

Indeed - I don't care if people want to commemorate some scumbag in private but these events are completely unacceptable - if the police can't deal with it then maybe they need to consider more extreme measures.

Absolutely. The fact that the police seem to be equally concerned with the rights of the criminals is truly sad.

Something is very wrong with modern-day ethics. At the end of the day, criminals now feel protected by legislation as they go about robbing, mugging, and assaulting people. They feel protected by the law (or red tape) as they do these things. It's ironic, but deeply disturbing.

We are far too busy trying to be world police while this all goes on in our front garden. Which is depressing. :( The government need to step in and not allow the procession past the house to happen. (If that’s indeed what’s happening and I’ve not been taken in by a duff story..)

I'd love that, would be great to see the police get their knickers in a twist over that dilemma. Not ****** mind, but around here there is a feud going on because the council decided to dump a load of Romanians into homes smack bang in the middle of a Pakistani enclave. The violence is great, proper full-on **** with baseball bats, knives and everything. The police though, well they never arrest the instigators (the Pakistanis) and always haul off the Romanians for attempting to defend themselves.

local authorities/police should make use of their ASBO powers... the constant return of people putting up the "memorial" the threats made to the victim and his neighbours and now the potential for a funeral procession past the house - that ought to be enough intimidation, time for them to say no and make sure the funeral doesn't proceed there.

Either that or some of the locals might want to consider blocking the street on the day
