Acer veriton m264 wont turn on

Hello gents,

So an elderly neighbor dropped his old pc into me saying it wont power on, and sure enough when you turn it on the lights flash briefly, fans rev up then all back off again. If I remove the 4 pin cpu power cable all powers up, fans at full speed, no display and only way to turn it off is to unplug it. I have tried the following; changing ram, reseating cpu, trying a different power supply, fully disassembling,cleaning and then reassembling. Any ideas?
 
I'd initially have suspected the PSU but you've changed that. I'd try resetting the BIOS just to be sure (although I don't think it'll work), after that I'd be looking at a faulty motherboard.

Doesn't even get to bios mate just powers on for about a half a second.
 
Kinda sounds like having CPU power cable attached triggers PSU's protections.
Well, those certainly use dirt cheap motherboards so maybe VRM wore down and shorted or something like that.

BIOS/RTC battery is also no doubt dead.
Just can't think why it would cause shut down.
