Council Tax Liability

Depends on your tenancy then I guess. I believe a rolling contract started on the 27th of a month would only show as being "completed" on 27th August. I think that's the only downside of a rolling contract - that it has to end on the same date.

If thats's the case I'd just pay it. If you think you've got time to spare arguing for £20, just imagine how much time some paper-pushing muppet at the council has got to spare ;) (Clue, it'll be way more than you!)

Did your tenancy agreement end on the 22nd, 27th or 28th?

If you moved out a few days early but your contract was still until the 27th / 28th, then you are still liable... annoyingly.

Irregardless of how much you are liable for, we are all bullied into paying it with no viable choice not to without the threat of jail time.

Not sure about council but with some of these as well you had oddities like back dated and/or "aligned" billing cycles where you might have paid more or less at the start/end and the actual monthly cycle different to the actual rent/occupation cycle as well.

Are they? Sounds like they're just requesting what they think you owe them, you are free to query this if you wish.
Doesn't sound like they're forcing their way into your house and shaking you down for your lunch money.
 
Did you pay rent for the days between when you moved out and the end date on the contract? If so you are liable. If not, explain to them that by mutual consent with the landlord you terminated the contract early and having not paid for those days had no access to the property (the landlord had the keys and could potentially have moved someone else in on those days) and are therefore not liable for them.
 
I bought a house before I sold my old one. The old one was empty for best part of a year, I still had to pay council tax on it.

You keep repeating this like its a factor. It's not. If you paid your rent on the 28th of the month, to cover till 27th 23:59 the following month then you're the one responsible to pay.

When you handed your keys back is neither here nor there.

If you left the house unoccupied whilst you were the one liable for the council tax, you might find the rate increases. I think most councils are +50% for unoccupied properties?
 
On the day I moved out the landlord and I, were both present at the property. Whether the place was occupied or not, after that date was non of my business or concern.

If your contract ended on the 28th, then yes... although depending on the type of vandalism would define whether it was your contents insurance or the landlord's property insurance that would be pulled from.
