Tyre Sidewall Repair?

Now that makes sense. Forget messaging the seller, just raise a dispute, the seller lied to you so it is an indication of how things will go.
 
It also says this in the Item Specifics:-

Used: A tyre that has been previously used, but remains in good working condition with sufficient tread remaining to comply with the seller’s local legal requirements for on-road use (if applicable). See the seller’s listing for full details

So I would guess having an illegal repair thus means the tyres weren't in good working condition thus not meeting local legal requirements and so I believe are advertised incorrectly.
 
Just message him.
"Got the tyres, noticed the repair mentioned is actually on the side wall, a place that you cannot repair due to safety reasons, this tyre is useless and as we all know they must be replaced in pairs. I would like to return these for a full refund of which you pay for return postage."

A sidewall repair is *not* illegal per-se.

The diagram referred to above is for 'minor repairs', which can be done with the standard plug and drill technique, and are unrestricted (other than the requirement to follow the relevant BS)
'Major repairs' can only be done by certified repairers, and require the whole patch grinding out and re-vulcanizing.

Whether this specific repair has been performed correctly I do not know.
I wouldn't personally use a tyre that I don't know the full history of- but it is possible to be done.
 
The listing clearly said they are repaired. Given the chain of events perhaps you should have pushed the seller harder to find out exactly what had been repaired and asked for images.

Given that you paid £25 which you said yourself "is a bit of a bargain" it's not surprising they have a repair like this.

I'm not sure why so many people feel that you are entitled to a refund. If you want to return them then it should be at your expense rather than the seller's, and given it will cost you £10 you'll have to ask yourself if it's worthwhile.

I never use ebay now or paypal because i got scammed sold my headunit it was sent back to me long story cut short, it looked like what i sent to the guy but it wasn't mine and it was in bad condition, Paypal were rubbish at sorting it out and wanted me to pay the man £40 for sending the headunit back to me.
