I can get to our Dover depot in 3 hours from Peterborough. so in 9 hours a wagon could've delivered and reloaded and made some headway to somewhere else !

How about giving someone 5 years to move within 5 miles of place of employment. After that 5 years the Local taxation office starts hammering them with a "out of location" tax that goes up 25% every year a person "lives out of zone" ?

That'd cure the commute !

People commute because of the lower cost of housing in outlying areas, especially London.

If you're going to do this then you need to regulate rents and house prices too

Wow what a great idea, though me and the wife would need to have our own house each one near my work one near hers, though my work is relocating soon so would then need to sell and buy another.
We live where we live because it's a great area.
 
But if we taxed the ass off "out of zoners" it'd cure the daily commute... Pretty pronto.

This is a brilliant idea. The major employment areas can become like Manhattan and the rest of the UK would be like a scene from Mad Max. At least the trucks could still get around though and there'd be no pesky cars to interrupt their 4 mile 0.2% incline drag races :p

Excellent idea, my town's population would drop from 45k to about 2k, either that or even more of the population here would basically be taxed out of work as unless you want to work in retail there is nothing here.
 
There is nothing Smart about smart motorways in fact it is an oxymoron to call it smart.

Having been a motorway user since 1970 and a builder between 1980 and 2000 of motorway structures, I can not think of anything less smart than a six lane highway with no access for emergency vehicles and little provision for breakdown.

Having changed wheels on the hard shoulder at night, I know how scary that can be. Dumb ass motorways is my opinion.
