So final outcome finally got of the phone from ebay
Explained the whole situation, and the facts i put in OP, explained that the buyer has not replied me after repeated messages on collection etc
The response
- we cannot/will not reopen the case as its closed
- we will email the buyer and ask them to return the item
I asked if he doesn’t return it or ignores your message what’s the action then
eBay response
- Nothing as the case is closed

unfortunately there's too many people up and down the country falling victim to fraud. But still worth logging the case in the event that the buyer does it again to someone else, it's probably quite normal that once they've got away with it once, they'll try it again. At least if there's a list of victims building up against this one buyer, then it might shed more light.
