The recent hot weather has made me notice my GPU. RX 580 (Powercolor red devil).

Really, really loud fan and choppy fps.

I installed OCCT to test and monitor, what I've found is my card rarely - if ever - hits the base core clock of 1350.

Generally it sits around 1150.

At this speed the temp is ~80'c and the fans are MENTAL and run at 3.5-4k rpm ... that's unacceptably loud. Like hairdryer loud!

Is there something wrong with my card? Is Powercolor awful? Do I need new thermal paste on the GPU?

FYI rest of the system is cool, my Ryzen CPU doesn't even sweat (Dark Rock Pro and 5x 120mm Silent Wings 3 case fans). It's also virtually silent.
 
Have you had this since launch or have you just bought it second hand? You can try taking cooler off and doing thermal paste

Since I bought it. It's brand new.

My old/outgoing RX 570 Gigabyte was nearly silent in comparison.

I might return the 580 and jump to Vega 56, but I was worried about that being even louder!
 
If it's brand new then it's up to you warranty wise, you can just send it back or have a go at fixing it and possibly mess up the warranty, your call

Did you tried to play with the side of the case open?
Do you have enough positive airflow?
When you bought the card?
What are the idle temps with the case closed and what with the case open? (give it 5 minutes after you open the case)
Is the card overclocked?
What drivers are you using?
Did you tried to use DDU to wipe the previous version and install the 18.6.1 which are the bug free ones?

I can tell you on Turbo mode the Vega 64 Nitro was busy when I was playing FC5 in these hot days.
But not at all on Balanced and Power save modes.
Depending your answers above might worth to install a strong but qiet fan like an Enermax Magma, facing the card blowing air upwards to the cooler.
It will help.

But depending on your answers above, you might have issues with thermal paste or something. And this is easy to fix without breaking the warranty in the case of Power Color. (i wouldn't advice you to do it on Asus or Sapphire)

Airflow is not an issue that I can see, 5x 120mm fans running on a profile that ramps based on temps. Idle CPU 30 to 39'c which for a Ryzen I know is very good (previous case+cooler+fans were in to the 40-50 range).

Idle GPU is 33'c.

Side of case off doesn't lower the idle temps.

Card is new. So I could just return it, although I'm worried the Powercolor cooler is just loud?

If it's not hitting default clocks then there is something serious going on, return it, a driver update or something won't fix it

The card is faulty. Send it back.
 
The card was indeed faulty.

I replaced it with a Vega 56 which is of course, more power hungry, and yet that's virtually inaudible!
