Appears to be called wayleave and is an agreement+payment with electricity or communication companies to stick and maintain a pole/pylon on your land.
The phone lines from the houses go to the poles then they run down the side of each pole inside a phat pipe then into the ducting under the ground. There is a BT manhole cover at the end of the street where a assume these phone lines pass through.
I'm on about why there is a line going from one pole to the next pole, and why this week they have added an extra line going from one pole to the next pole. These lines don't go to peoples houses.
A hole might cost hundreds or thousands to dig and lay a cable in for one house, running a line from a pole is basically the cost of the cable and a supporting wire.
