Appears to be a way to make friendlies a bit more interesting and make a bit more cash in non Euro/WC years.
Sounds like it's another backdoor to the Euros if they fail in the Group stages? Not sure how it works exactly.
Can't say i'm enthused, that may change. I may have worn myself out watching bits of every match of the WC though.
