Russian dashcam vid question?

From time to time I watch the dashcam vids on YouTube and one thing I've noticed is that in some of the crashes the driver of the cam appears to purposely crash into the other car. Are the rules regarding insurance different? Here we avoid accidents at all costs. What about repairs? I've seen some vids of a guy repairing written off cars panel beating the hell out of the metal.

I’ve read that they do but it’s state controlled/subsidised? What makes no sense is even if the cam shows it’s the other persons fault surely there must be a mass of inconvenience whilst your cars away getting hammered straight?
 
Most the cams are requirements of international company cars and insurance companies. By nature of the driving style here you will get some epic videos

Most crashes are resolved by a payment. There’s no repair culture like here and explains why most the cars are battered. People get the money but don’t bother fixing them.
 
Not sure if it’s the same in Russia, but here your premiums don’t go up after having an accident. Therefore there’s a lot less incentive to avoid them in the first place.
 
I have always wondered why some never brake and others never try to move out of the way - I thought it was Russian man saying I was here first ? or it's my right of way regardless.

Overall they really are a load of loonies on the road -- also I think Vodka plays a part in the accidents as well.
