I know EE do an actual 4g package now but it's quite pricey, I've read of people putting a three mobile data SIM in a MiFi dongle and using that instead as Netflix doesn't count towards their data cap.

Is that a thing?

I don't think you can use a contract/deal for a phone on a mifi? Got a feeling it breaches the T&C and runs the risk of charges and or termination?

get broadband?
As with most questions there is a reason why I'm asking.

Openreach refuse to fix my dad's broadband connection (constant disconnects) because they can't find the problem, this is the only other option.

Doesn't sound right. Do they think it's something not theirs causing the issue ?

They are citing it's external interference and therefore there's nothing they can do.

It's been going on for about 18 months and the ombudsman is also involved now.

Tethering/mifi usage on a plan that doesn't explicitly permit it will usually end badly, at the very least it's a breach of ToS. You can attempt to circumvent the detection system in place, its not actually that difficult, but that's not a suitable discussion for this forum. Get BT back on the case, it's a much, much better idea.
