Upgrade from 1060 3gb?

Yup, absolutely. In fact, it's probably the best deal that'll be available until late next year. Will keep >60fps @ 1440p. Hell, even the 590 can already keep 60fps stable more or less.
 
I was saying in another thread that my mate got a Vega 56 to replace his 1060 6gb. He's playing wither 3 on uber settings at 1440p as we speak ;)
 
depends if you want red or green team.

the 6gb version of your card be a good upgrade if the cost is small enough to justify otherwise a 1070 as far as nvidia goes.

There is absolutely no point in going from a 3gb 1060 to a 6gb 1060. Same goes for the 1070 imho. The performance difference just isn't big enough for the price of a new card. You want at a bare minimum 1070 ti performance if you paying for a new card and coming from a 1060 and again its my personal opinion that the only 2 nvidia cards worth looking at is the 1080 ti 2nd hand for a good price or the 2080 ti if your ******* cash and just want the fastest available.

i said if the cost was small to justify, we know the 6gb version is in a different league to the 3gb and given the 1070 is a tier above its much better than the 3gb 1060.

the OP mentioned vega 56 deals, i just looked at those are from £299-359, a 1070ti is £379 onwards, i said a 1070 to fit within the vega costs while being better than a 1060, but looks like on this site theres only 2 models and they are not cheap or in stock and also its irrelevant whether a 1080 onwards is the better upgrade overall(its obvious), its clearly not in the Budget.

I've been looking at second hand 1070, it's been used for mining.

My whole predicament is I want to game at 1440p 144hz.

So do I get a second hand 1070 and Dell 27inch gsync monitor or do I get Vega 56 new pay and freesync monitor?

If you're wanting 144FPS as well you'll be looking at an GTX1080Ti minimum
