Vega stuck in ultra low power mode (~30MHz!)

Hi All,

I recently bought a 56 Sapphire Pulse from OCUK but been having issues with it - id really appreciate any assistance.

Windows works OK using the bundled drivers, but obviously these are no good for gaming.

When i install the AMD drivers however (I've tried the latest 3 versions), the card appears to get stuck in an ultra low power state and only runs at 30-40MHz! This makes Windows a laggy mess and games run at about 0.2FPS. There is nothing i can do to make it run faster.

I've tried to no avail:
  • 3 sets of drivers (using DDU in between)
  • Increased power limit
  • Changing power modes (Power Saving, Balanced, Turbo)
  • Removed any utilities that could clash such as MSI Afterburner
  • Windows is running in High Performance. No issues in PSU (tested) and CPU is running as expected as shown by Benchmarks.
The first day i had the card, it worked fine and i tried to underclock it slightly using various guides. I feel this may have somehow corrupted a settings table somewhere, but thought a driver reset (or 4) should have sorted this?

Well i did laugh so no apology needed! :)

OK I've tried to install ClockBlocker from Guru3D and even though it appears to have enforced the P7 state and 1300+MHz, the screen is still a jittering mess. Strangely enabling this mode hasnt increased the power consumption of the card - the fans arent spinning at all...? Confusion mounts!
 
If you change the formula to seconds per frame/SPF the number will be a lot higher.
LOL every cloud eh!

I've just done yet another re-install and notice that when the display initializes after installation for the first time, Windows works fine and is responsive. The display then goes black for ~20s and then its super slow...

We need full system spec. And you should undervolt not underclock.

a) use DDU in windows safe mode.... not in windows normal mode
b) from the DDU prompt select Graphic Driver.
c) If you have Intel CPU select Intel and press button to clean without reboot
d) Select Nvidia and press button to clean without reboot
e) Select AMD and press button to clean with reboot
g) When windows loads, use CCLEANER and first the registry twice. Make it whipe out all enties.
f) Install 18.12.1 drivers.

Let us know how it goes. Also when you PC is off, and still having issue switch the card BIOS to the second position. (is found on the left side of the card as you see it upside down in the case)

Many thanks Panos. Yeah I must admit I didn't use safe mode nor CCleaner which is a very good point. I'll try tomorrow night and report back.

Yes I under volted the GPU, apologies for the confusion.

Full system is:
Ryzen 1700x on Gigabyte B350 Gaming
32gb Corsair vengeance hynix quad kit
Corsair 650w semi modular psu
Sapphire pulse Vega 56 with Samsung hbm.
2 Nvmes, 4 ssds, 1 spinny disc.

If none of those work there is a way to force ulps off, but with only one card there is no reason it should ever be in that state. Most likely you just need a proper clean slate for before installing the real drivers. When you use DDU make sure to click "prevent downloads of drivers from windows update".. this will be in the options menu! then follow what Panos listed. :)

Thanks for your suggestion, will be sure to try it and report back!

I've also seen some threads online about disabling HDCP to solve stirringst. My pc connects to an AVR so it's a possible extra avenue!

THANK YOU soo much guys. Been into PC's since 1994 but goes to show you often neglect the basics.

When running DDU in safe mode, it still saw my GTX1060 on adapter 000 so i assume the Vega thought it was a slave or something? I zapped everything after disabling HDCP and all is well. 5 hours i wont get back :)
