No, if they've broken laws in other countries then they should be subject whatever justice system is in place, you shouldn't get punished for the same crime twice - Non bis in idem.
 
I'm not sure criminalising people for being obnoxious or getting themselves in the papers should happen. If they've broken laws then the likes of New Zealand have their own courts etc.. for dealing with that and of course can opt to ban them from entering again etc...

I'm not sure what the rules are for travel insurance companies etc.. to decline them cover in future, but I'd say that stuff like this perhaps ought to be an additional risk factor.

People often get punished for the same crime twice. The Law frequently breaks an offense down into subsections that while, essentially are all part of one offense, allow multiple charges, and punishments to be leveled.

(one of the classic ones has to be the "Creating an image" when somebody has just been "Looking" at kidiporn on the web, but there are many other examples)

And in any case, we already do it in effect with Football hooligans (Or even suspected football hooligans) when we take away their passports.

I am just expanding the concept to cover general hooliganism rather than just the football variety.

If you charged British tourists for bringing the UK in to disrepute whilst abroad on holiday, the justice system wouldn't be able to cope with the sheer volume of cases! :p

LOL I wasn't projecting.... then again I guess I did visit some Spanish Islands in my 20s, though we certainly weren't a group of gypsies or chavs.

I just don't think that charging people for things that otherwise aren't criminal offences is the way forward and in the case where they are criminal offences they'll be dealt with overseas, no need to punish twice for the same offence. I guess if criminal offences have been conducted then what you've mentioned about football hooligans might be useful to apply to some subset of chavs etc.. In fact perhaps that could be applied to Gypsies too, in our country too - particularly when they're from say the Republic of Ireland and thanks to tougher legislation over there they come to the UK to cause problems.

However I do think that perhaps this could have an impact in terms of insurance etc.. when travelling again in future.
 
Just permanently ban them from travel, no need for anything extra. Achieves much the same goal. The fear will eventually travel down the generations.
 
There are a couple of chaps from my last holiday who need to be charged with this due to excessive sporting of speedos. It opens an interesting conundrum, is pretending to be Dutch for the entirety of the holiday a defence?

Everyone knows when there are gypsies around there'll be theft and littering as a minimum.
What we need to do is deal with them more harshly so they either change their ways or are kept away from everyone.

I’ve run into two blokes pretending to be Dutch on a train before.

As for the issue of drunks in Spain, at football etc. That's solved by increasing the price of flights.
Flights would cost more anyway if their environmental impact was properly costed via a carbon tax.
It's inevitable really. No action required other than waiting for that to happen.
