20 means 20, there should be signs.

Anyone who lives in London, some places are now blanket 20 e.g. Hackney, in certain places they now have 20mph speed cameras (Leyton) and a lot of people have been caught out.

Your more likely to get stabbed than run over in Hackney, speeding should be the least of their worries tbh :P
 
If the speed limit sign has a red circle then it is mandatory and enforceable regardless of whether it is a zone or a limit.

20mph limits generally do not have physical calming devices but do have repeaters signs every 100m. This is at the discretion of the local authority, but most roads do have them. In practice it would be short cul-de-sacs which may not have them.

20mph zones require at least a single physical calming device within the zone. Each point within the zone has to be within 50 metres of a traffic calming device. These may be physical calming devices or 20mph repeater signs or 20mph carriageway roundels.

Hence you can have a 20mph zones with all physical calming which does not require any repeater signs. I guess the clue is in the fact that when you go over the speed bump you car goes up and down. A little "buttock and spine" engagement which should warn you that you are not on a normal 30mph road.

So, yes the police can issue a ticket for exceeding 20mph in a 20mph zone or limit!
