Reference has two power profiles, change the bios(switch the tiny peg) and try the other power profile.

I did actually try both switches but the temps are the exact same. Right now the card is idle and it's at 71c. I don't have a lot of air flow on my case but I have a top fan and exhaust fan

I thought pasting it would have bought the temp down some

71c at idle is really high. Maybe try and re apply thermal paste?

Not much you can do about it, try playing around with the voltages and clocks.

I thought there was a feature with reference 290s and 290Xs where it lets the card get to 94ºC before it starts ramping the fan up?

I found this usually resulted in throttling though as the fan didn't spin fast enough soon enough, so used MSI Afterburner to set a custom fan profile.

It depends how hot it's running. the fan does get loud as it ramps up.
But yes in short the fan on those cards is famously loud.

I recently bought a used power color 290x. First thing I noticed was that the card was running at 94c during games, took the cooler off and the paste was all dry. Applied new paste but it's done nothing, card is still hitting 94c. The cooler seems to be working fine as I can hear it

That's a fully working 290X.

Yes it should. Explains your high idle temps.
The temps and noise under load sounds normal. Undervolting could help.
