Well for one, if the officer has zero evidence, then whats to stop them genuinely making a mistake and writing your plate down wrong? There has to be some protection for human error, so although I wouldn't lie, I also wouldn't presume that the officers opinion is also gospel.
I'm not denying that they can send out a NIP (although I initially didn't think they actually did), what I'm challenging is the idea that it would be a foregone conclusion that, without photographic evidence, the officer:Then it's up to you to refute it in court? A court will always take the statement of an officer with greater weight than any member of the public.

Suppose i cant say for sure but any car they catch they wave into the junction and into a nearby layby.But is it actually a radar, or is it a handheld camera/laser combo?
If I got a NIP through the post and it was a single police officer who recorded my speed on a radar gun, then took a note of my number plate, I would contest that all day long.
More often than not what they use is the same system that's in the back of the vans, it's not much bigger than a DSLR
Nope, apart from the occasional burst of acceleration to get past someone/overtake I normally set the CC to 74/75mph, I'll often try play the game of getting the actual GPS speed to dead on 70mph on WazeGenuine question, am I the only person that does about 74 (indicated) on the motorway because thats the speed limit?
And in my own car (which isn't known for it's high mpg!) I'll often set the CC at 60-65mph and relax to some music. You can be sat at traffic lights for longer than the time saving going an extra 15mph gets you.Jesus...
