Generally speed uplift has been rolled out on a tier by tier basis, except where new tiers have been introduced.

I never meant they'd charge, there is an associated cost involved though between manufacturing, logistics, old kit reclamation etc.Virgin insist they own the modems so they'd be in a funny position trying to charge you for them. That doesn't rule out some sort of made up administration fee.

Our current expectation is that any new tier will still use Virgin Media’s existing EuroDOCSIS 3.0 based cable platform, rather than their future Gigabit capable DOCSIS 3.1 network. Virgin seem intent to ensure that every corner of their network is ready for 3.1 before flicking the switch (although a 3.1 capable router may arrive before the new network goes live) and the Project Lightning expansion could also still be taking precedence.
Are virgin home hub 3 modems ready to go with the faster newer 3.1 technology? if so why develop new hardware specifically for it. I am happy to be set straight here as I don't know enough about it. To reply 'just plain wrong' is not helpful.
