Did Islam make Putin enact a number of anti homosexual laws?
Why on earth would Islam be the cause here?
Putin has spent his time co opting the orthodox Christian Church and can draw his inspiration and justification there for being opposed to homosexuality.
Or Ramzan Kadyrov? No.
Given that he's an Islamist it's very likely that his belief in Islam and associated advocacy for shaira law is the primary driver in his views and actions re homosexuality.
In 2006 Kadyrov has also started to create laws he says are more suitable to Chechnya's Islamic heritage—banning alcohol and gambling on January 20, and enforcing women's use of headscarves—in defiance of Russia's secular constitution. He also publicly spoke in favor of polygamy on January 13, and declared that lessons in the Koran and Sharia should be obligatory at Chechen schools. On February 11, Ramzan criticized the republican media for broadcasting immoral programs and officially introduced censorship in Chechnya. Because of the cartoon scandal that shook the whole Muslim world, Kadyrov issued a brief ban on the Danish Refugee Council, the most active humanitarian organization in Caucasus.
On June 1, 2006, Moscow-backed Chechen President Alu Alkhanov said he would prefer his republic be governed by Sharia law and suggested adapting the Islamic code, speaking in Paris after inconclusive talks with the Council of Europe. "If Chechnya were run by Sharia law, it would not look as it does today." Alkhanov also dismissed reports of conflicts with Kadyrov, who was widely believed to want to take over the presidency when he turned 30 in October that year and now can legally assume the job.

It's lead by an archaic and backwards thinking leader/government that enshrines religion into it laws, in the most extreme way in this instance.
Does Islam have an issue with homosexuality? Yes but Islam didn't make the Sultan or whoever bring this into law, they made that decision themselves.
- Spousal rape isn't technically illegal yet
- You get caned for all sorts of punishments
- Death penalty for insulting the prophet
- Amputation for theft (will be law this month)
So ideologies don't make people think certain things they come up with them all by themselves? Islam is inherently poltical and claims to be the last final unalterable word of the only God. Good luck getting Islam out of politics.
FFS there are people on here who can't accept homosexuality. It's taken my lifetime for the UK to go from <20% of the population thinking same-sex relationships are 'not wrong at all' to ~60%.
America still have a long way to go to having acceptance in a uniform manner.

That's the sort of swing you can see within a short period of time when people have de facto abandoned religion in droves.
What's idiotic is to think that a populace can maintain a strong attachement to certain religions but yet think in a socially progressive way when it's obviously at odds with some fairly core tenets of said beliefs.
