New build freezing at Win 10 spinning dots installation

Hi all,

I have a computer here which is a new build. The problem is that when trying to install Windows 10 the blue logo appears along with the spinning dots. The spinning dots revolve about twice and then get stuck. The computer stays on but is frozen at this point (keyboard etc.)

If I access the bios I can navigate around without the computer crashing for any length of time.

Any ideas as to what may be causing this?

The USB flash drive with Win10 on is fine as I have used it on other computers.

There are 2x 8GB RAM sticks. I have tried both invididually.

Unplugged everything I can bar the graphics card and Mobo connectors.

Have tried various things in the BIOS - using CSM and UEFI mode for booting etc.

Something which may have something to do with it - I have had the computer reboot itself sometimes in a loop... it will turn on and then 2-3 seconds later turn off, turn on, turn off etc. but more often than not when turning it on it won't do this.
 
nevermind... motherboard started billowing smoke out the back of it after refusing to turn on. looks like it was a faulty motherboard to begin with.
