The problem with attitudes like that is the reason why people flout the law regarding phone use in the first place.
Look at the adverts and constant reminders of how dangerous it is to drive whilst using a phone that we're constantly giving. Those who flout the law do so because they believe they're a better driver and it won't happen to them OR they simply don't care. My brother never ever wears a seatbelt and in May he wrote off his car and was thrown through the windscreen. You would think thats enough for him to put on a seatbelt wouldn't you? Nope. He still doesn't.
Some people have a problem with authority. And thats it.
I'm still waiting for someone to post up some credible evidence to suggest why talking to a passenger is not as distracting as talking to someone through a hands-free kit.
I am not saying its an argument. I am saying this is why I wouldn't bother reporting someone. Because it is highly likely a waste of my time. People that do it, are going to keep doing it.cmon Phate, that’s a stupid argument and you know it![]()
But i know i can be a bugger for turning round to look at passengers as i talk to them, something i don't do when on the phone.
That drives me absolutely nuts, my nephew kept doing it while giving a couple of us a ride somewhere recently.
I said, “Warren, FFS look where you’re going, or drop me at a station or bus stop, you can hear what I’m saying without me looking at you, so you don’t have to look at me for me to hear you.”
When I was driving a Black Cab, I NEVER initiated a conversation, but if the job wanted to say something, I’d politely answer.
I could pick up a job at Kings Cross, drive all the way along Euston and Marylebone Roads to Paddington, engaged in conversation, and my eyes would never leave the road, save for quick glances in the mirrors.

In a similar vein to the OP - I caught the tail end of a stand off, which looked like it stemmed from one driver being on their phone:
Pulling up to two vehicles stopped in the road (I was filtering on my bike) outside MOD Lyneham, a guy in a black Insignia was just getting back into his car, as the driver of the white van behind him got out and opened the Insignia's door - queue the car driver getting back out and pulling a phone from his back pocket, only for the van driver to grab it - then get shoved by the car driver.
Watching the footage back I assume that the car driver had seen van plonker driving on his phone, so had stopped, hopped out and grabbed the van driver's phone through the open window![]()
A few years back I was in Amsterdam and saw two cars in a bumper to bumper standoff facing each other. There was only enough room for a single car and one of them had to reverse. Both were refusing and were just sat in their aeats staring at each other.Reminds me of a story I saw many years ago in Holland, driving at 30kph on a B road for about five kilometres, no overtaking opportunity, tailback of quite a few cars. Textbook old lady bingo bint in front, could barely see over the steering wheel, fag in one hand, holding on to that steering wheel as if it was a bucking bronco.
Eventually we pull up at some lights, a fella a few cars in front pops out of his van, opens her door and promptly grabs her keys. He flung them pretty damn far, over a canal, gave her a good taking to and just drove off.
Some take it a step too far.
OP - I'd send it in. These days it probably only takes a few clicks on a website to upload a photo.
If the person can be identified from the photo then surely its an open and shut case.
Why take a photo if you are not going to report it? I'm sure he would eventually get caught by the police but what if he knocks someone over or causes a crash during that time.
