How much for parts and labour would a cold water tank cost to replace?

Got home yesterday water coming out of the overflow pipe, luckily overflow has fast enough capacity to inlet otherwise house would be flooded.
 
A new Ballcock isn't expensive (~£10), then it just depends where you are in the country for labour costs.

Can you tell if it's the valve gone or just the ball not rising enough to close it?

As if it's the ball not rising enough, it's usually just because it's got limescale on it weighting it down (clean it) or bend the arm up as a temporary fix.
