Watch it again. The clamp only secures the locking mechanism to the pipe. The steel cables (claimed to be almost impossible to cut through) loop around structural chassis elements, so when you've cut off the pipe, the cut section of pipe it still tied to the car.I watched the video: the clamp is fitted on the pipe leading to the cat so they just the pipe behind the clamp. Or they cut the cables with a bolt-cutter.
