Quiet build at 1080

Got a very noisy laptop want a very quiet desktop.
Got around a 1000 pound. I want to play at 1080 maxed out.
A monitor suggestion would be good aswell 27" with G-Sync or FreeSync.
Got Keyboard and mouse.

Will that be very quiet?
Is water cooling an option.
Forgot to mention needs to be wifi capable.

I can vouch for the case for silence. It comes with 2x 140mm Pure Wings 2 fans that are dead silent, plus sound damping material. Can't comment on the rest of the chosen hardware but the case does a cracking job of silencing.
 
I wouldnt go for 1080p @ 27inch, too blocky, and 75hz is a waste, you will outgrow it and then only end up buying another one later... Would much rather go for 24" 144hz.
 
even though you have a 1tb mechanical drive, 240gb for an os drive is probably too small, if you're gaming, and 500gb would be better. 240gb gives you room for maybe a couple of AAA games before you find yourself having to move stuff around.

You'll want to load games from the M.2 or ssd drive and not the mechanical drive because of the slower loading times.

My laptop is a Auro 15-X9 RTX 2070. Plays everything fine but just LOUD.
Perhaps if i put it into another room with very long cables, things wouldn't be so bad.

How quiet? Do you mind it making noise when you are gaming? Some GPUs and PSUs only start their fans when under load. If you're wearing headphones, you likely won't notice. OTOH if you want absolute silence then the most powerful GPU is the KalmX GTX 1050, and the Nofan-CR95 is the cooler for you (don't get the CR80). OCUK don't sell either but they do sell silent PSUs. A third option is to put your PC in a cupboard or another room and use long cables. fibre-optic video cables cost £80 for a 10m cable. Active USB 3 cables cost £40 or so.
 
Honestly, why are you guys pushing the 27 inch 75hz monitor?

27 inch with close up play, like you do, the pixels are really noticeable.

I use a projector and a 120” screen for my 1080 Xbox one and I am happy with that.

I am sitting 8 feet away though

Scrap the monitor and use what you have if you can, also shop around too.

Nah, I could buy a 5Mtr hdmi and route it through the ceiling from my projector down to the PC, but I would have to turn my back to pc table to see the screen and sit with a wireless K&M on my lap as PC is other side of the room.
I am currently writng this on a Dell Inspiron laptop, which I have installed google chrome on to, and have it connected to a spare 32" LED tv and I prefer this for viewing the internet, typing etc, the projector is used for xbox gaming and occasional films

I am thinking of a AOC Q3279VWFD8 monitor and a thermaltake P3 open case placed on the wall above it.
