Roof issue

During the recent heavy rain, I found that our roof (and flat roof) has a couple of issues. I think the main roof just needs a tile re-seating as I noticed a damp patch on our bedroom ceiling and when looking at the roof you can see a tile out of place.

Another issue that we found was that the flat roof appears to have also leaked. There was water coming in between where the flat roof joins onto the side of the house, so I thought that the flashing was damaged. Had a bloke out today to have a look and he's said the flat roof is in good condition and he can't see any reason why it would leak where it has (the roof felt is secured well onto the brickwork and there's no gaps) but he did say that there's what appears to be an old soil pipe (capped off) protruding from the roof and the sealing around the pipe is poor and needs re-fixing.

He's quoted us £750 plus VAT to re-seat a tile and to seal around the pipe with something called Rapid Roof (quick google says it's a liquid polymer). Now, correct me if i'm wrong but this price sounds way over the top, almost a quote as he doesn't want the work.

Is what i'm describing something that can be done DIY?
 
Don't be afraid to try yourself, plenty of videos out there, I just helped built a shed, did all the roof and cladding, a lot of the frame and painted it.

I'll try and get up on the roof tomorrow when it's light and take some photos. I'm working off what the Roofer told me when he came along and that the pipe coming out the roof (which is other side of the room to where the leak was) had sealant around the edges that was poor and coming away. My thoughts are that I just get a roll of Scrim tape and some of the roof repair paint and go painting and save myself £750!

The seal does look a bit poor around the pipe and I think that's probably what caused the leak (Driving rain getting in underneath it) as rest of roof looks ok. I think some scrim tape and roofing seal paint stuff should do the trick. £750 sounds crazy to fix that small area
 
I've just had 2 new flat felt roofs laid today (bathroom and part of kitchen) for £800.

£750+VAT to replace a tile and seal up a pipe is a bit extortionate.
 
You can pack a few small stone chips into the hole then layer off with cement.

I don't think it's a hole as such, I think the sealant has just gone around the pipe. I'm popping to Screwfix this weekend to get some Scrim tape and some bitumen paint and gonna seal it up good.
