Is the Gigabyte rx5700 gaming OC the best card right now for £300 budget?

Depends if it can be flashed with the XT BIOS like other 5700s (doesn't unlock anything just raises boost clocks/etc, ~9% free performance boost).

Pretty much. Raise the power limits on it and you got yourself a custom 5700 XT basically.
