Diabolical performance in Cities: Skylines (Vega64)

I haven't been gaming at all for about 3 months but I installed Cities Skylines today and the performance is utter tosh. My Vega 64 is locked to P-State 7 and i'm playing at 1440p (see sig for everything else).

For reference in the screenshot below i'm getting 32fps despite the fact i've hardly built anything yet. Given that this game involves a lot of panning around its basically unplayable and would only get worse as the city grows.

I dont really know how to troubleshoot this and was hoping someone might help?

Cities is very cpu bound, what cpu are you rocking?
 
You forgot to put in a screenshot?

Btw, something's definitely off because if I don't lock P7 as well then GPU will be very underclocked BUT at the same time if I do lock it and frequency jumps up the fps remains more or less the same, this is at 4K with a V64 and i7 6800k, so we have a very similar setup.
Imo I think there's some sort of issue with draw calls due to its reliance on DX11. Or perhaps something else that's bottlenecking, but I'm not sure what. Unlike in the screenshot I'll link, fps does drop when I zoom in but GPU usage remains sort of the same.

Did you play the game at stock settings beforehand or just with these settings you provided now?

Your settings are solid. After doing some more research it seems that this is just the way the game performs & there's no "cure". Hopefully next one will be on vulkan. I think so long as this one stays above 30 fps that's acceptable for such a game.

Thanks for that, i guess i'll just try and live with it.
 
hiw many assets do you have?

I run around 10fps in my city, 30fps in the empty bits, I put pagefile on NVMe to stop freezing. 6000 assets and like 50 mods.

i tried a new road project thing, took assets to 10,000 and when i tried to open firefox it instant crashed.

I've got maybe 30 mods and hardly any assets, maybe 20 or so.
