As mentioned earlier, if he shops around he should be able to find a second hand RX580 or RX590 for the same price (maybe less) as the RX570 I have listed.

Download Windows 10 from the Microsoft site and install via USB, you can use it for free albeit with a watermark on your desktop that doesn't effect performance or anything you do really. If he wants rid of that you can get Win 10 keys for £3-5 if you look around.

Thanks again. He is following your build. He is trying to get a refurbished 580. He's found the:
XFX RX 580 8GB 256bit GDDR5 for £109.99
Sapphire RX 580 Nitro+ Graphics Card, 8GB GDDR5 for £119.99

could you advise which one would be better for this build. Thanks so much for the help! He is leaning towards the XRX because it comes faster however the Sapphire looks better.
 
Glad to hear he's not getting something sub par for his money!

I would lean toward the Nitro + personally, I'd argue that Sapphire make better quality cards than XFX. While there might be a clock-speed difference I don't imagine the difference in actual performance will be worth mentioning.

When building I would recommend moving the front of case fan to the middle mount, it appears that it comes fitted to the bottom which is mostly covered by the PSU shroud. Switching it to the middle will push some nice airflow over his GPU.
