I am sure such a thing exists, I just cant figure out the precise cabalistic incantation required to get a web search to find it! (This is why I prefer paper catalogues with pictures, I can flick through one of those in seconds to find what I want)

I want a shelf bracket/hanger that instead of going under the shelf and down the wall, goes under the shelf and up the wall. (if you get what I mean)

Just buy some plain L-Brackets and mount them upside down?

If you mean the standard steel ones, that would mean that the shelf part of the bracket would have to be screwed to the top of the shelf rather than the bottom. and the full weight of shelf plus whatever is on it would have to be supported by (say) half a dozen 3/8" screws in tension

I want an upsidedown bracket that the shelf sits on, so the full weight is supported by the bracket even if screws aren't used.

Use L brackets screwed to underneath of the shelf
But going upwards not down
Though will leave a few mm gap between
Shelf and the wall

^ this. You might just have to notch out a tiny bit of the shelf to pass the bracket though.

I don't have photoshop on this machine, so here's the laziest paint.net example I can throw together :D

Yes if bothered by a small gap between
Shelf and wall
You could indeed cut out a small notch
Or just run some caulk along the gap

Why would you need to screw into the top of the shelf
See post #4 :)
