Crosshair VIII Hero PPT stuck at 142W.

Hi, so recently I was able to get my 3900x PBO/XFR to work properly and provide some decent results. However I noticed that in HWINFO64 the PPT was stuck at 100% whilst below the thermal throttle limit. I tried changing this with Ryzen Master but it goes up to 142w and stops increasing from there (Mobo limit of 395 but is allowed to go to 1000). I uninstalled Ryzen Master and then cleared the CMOS re-applying the settings manually in the bios to see if that would increase the PPT however this didn't work either.

I've looked online for answers but I can't find anyone with this direct issue. I'm down to 2 theories, it's either a bios issue/bug or a windows bug. If anyone has any other theories I'd greatly appreciate it, I'd rather not flash the bios or reinstall windows :(.

Edit - Flashed my bios and it's still not going past 142W.

Made no difference except resulted in lower core clocks.
That option automatically maxed out all the PPT, TDC and EDC options to their maximum value in the BIOS. I've had a few of the Asus Crosshair VIII Wifi boards.

Perhaps something is wrong with the board.

Something I really don't want to hear :(. I've contacted Asus support to see if they can help.
