Windows Upstairs

Hi all

Bit of an odd thread but I'm looking for answers...

My mother in law is thinking of getting in contact with the council to come out and replace her windows as they don't have locks on them and she has the grand kids often...

The way I see it is that they don't need locks as its kind of a fire escape should you need to bail out that way

Or

Are they suppose to have locks on them?

All our windows have locks on them, my home insurance also asks if I have lockable windows and doors as well.

I don't think they have to be lockable but I don't know anyone who has recent windows (probably 20 years or so) installed without locks on them.

Her windows were changed in the last 5 years and have no locks upstairs, They open really wide aswell
 
That seems really weird as I thought all double glazing had lockable windows, when my parents moved to a new build over 30 years ago the single glazed wooden windows had lockable handles.

I don't know if there is a law about how wide upstairs windows open as well, I know the flat we had in London the windows only opened about 6 inches but we were on the 8th floor.
 
No locks on my upstairs windows - all UPVC and ex council house. Doesn't bother me, but surely it's just a matter of buying replacement handles with locks?

Yeah that's like the mother in laws place then... I did mention to them about just buying new handles with a key, would be far less hassle that way
