Is 3080 much faster than 1080ti?

There aren't any tests out but from all we know it should be a decent jump.

The 3070 is believed to be around 2080ti speeds, expectations are that the 3080 should be another 20-30% ontop of that.

Then there's the issue of RTX, which had arguably poor implementation on Turing, and should be much improved on Ampere.

Wait until reviews are out, your 1080ti is still a very powerful GPU so I imagine you're not in any rush.

Speaking as a 1080Ti owner myself looking to upgrade, I would say wait and see the 3080 reviews. Also consider AMD RX6000 details Oct 28th to see what they will bring.
I suspect 3080 will deliver 50-60% improvement on 1080Ti, not including all the RTX tech.
A lot is going on now with the new console launch's as well. Take it all in and make an informed decision, unless you just cannot wait!
 
You won't find a lot of in depth tests until the embargo drops, which with Nvidia tends to be only just before or on the day of release.

So far it's looking to be anywhere from 45-80% faster in rasterisation than 2080 depending on the game/settings, and the 2080 is generally a little faster than the 1080Ti

I'd wait for reviews personally to decide if it's time to upgrade from something that's still as good as the 1080Ti. The real question though is whether you are having to make any compromises on the games you play that you aren't happy to make. If so, then it's likely the 3080 will be a worthwhile upgrade.
 
With the current information out there and HDMI 2.1 / RTX features, it's enough for me to upgrade from my 1080 Ti Strix.

I also want to upgrade my monitor to a LG 48CX so I need a HDMI 2.1 capable GPU too.
