2080 Super - Poor performance after drivers 442.92 and higher

Hi collective OCUK mind,

I've been having an issue that I've never experienced in any peice of hardware before, at the moment I am figuring it to be a hardware issue but I would appreciate any collective thoughts on this one. To start with my specs:
i9 9900k
MSI z390 gaming pro carbon
Corsair Vengeance LPX DDR PC4-25600 32gb
MSI Gaming x 2080 super
NVMe + SSD Storage
Corsair RMx 750w 80 plus gold


I noticed that from around the time Half Life Alyx appeared I was getting stutters in games, it started as a droped frame every so often and as I gamed more I noticed it more and more. In some games you don't get much of any issues, specifically low requirement games, but anything modern and moving the mouse and character around you will get stutters, it's almost like a storage or ram issue, however the moment I roll back to my "safe" driver which is 441.87 the issue goes. When the issue is occuring I will see huge frametime variations.

After rebuilds, OS reinstalls and all sorts this week I changed my monitor (last thought was maybe it was a g-sync issue or some kind). However that hasn't fixed it either.

Finally last night I ran the new and old drivers side by side, what I am seeing is the power draw on the good drivers is completely stable where as on the new drivers it goes from 100% to more than half that consistantly, and when it does I get the drops.

Anyone seen this before? I dont have any other machine to try the card in so final option is RMA I think?

What I've found is the newer drivers don't work that we'll with the 2080 I've got one myself and had to use a older driver to to run games.

417.58 is what I've got installed.

Would this also apply to the 2070 Super? I just install one last night with the latest driver, should I try an older one?
