The old consoles wouldn't have been able to take advantage of even a regular SSD either, they improve loading times by a few seconds at best.

There is a big difference between hardware capabilities and actual download speed. Of my 3 devices (PC, Xbox and PS) the PS is slower (by a huge margin) in terms of download speeds.
