if your prepared to spend over original budget you might aswell aim for the 2060 super as its the better card.

Definetly go for an nvidia card if you want to stream as it has the nvenc encoder.

I'd go 4k seeing as you are getting the PC for free.
The 3080 is a waste at any lower resolution than 2k imo. Butt order it when the computer actually turns up. Congrats.
