is the actual plasterboard being pulled from the wall or just wallpaper with years of paint layers being pulled by the screw? either way looks pretty trash..

If you wanted a professional install as bad as that you would probably have done it yourself

Depends really, if the central heating needs to drained and pipes soldered etc I wouldn't let a handyman anywhere near it.

Radiators should always be isolatable, so no system should need to be drained just to move 1 rad.

Of course they can need to drained, moving a rad or even just installing a new one in situ often involves moving pipes.

There are ways around it however, again they require some knowledge like creating airlocks or pipe freezing.
