Making my PC quieter, new case or new fans?

I want to make my PC quieter as it turns out that the case fans on my Kolink Phalanx are very loud and run at 100% all the time with no way to adjust the speed according to load...

I would like to keep the RGB look so I think my options are either

1. buy 4 new 120mm fans. Any recommendations for quiet ones are appreciated, also do I need a hub or something? Im assuming by getting 3rd party ones I can connect them to the motherboard (B450 TOMAHAWK MAX ) and they would go up and down in speed according to load?

2. Would it actually be cheaper to get a new case? Any recommendations for a good one?
 
According to the text they are pwm fans so they can be controlled when plugged in to the right header. I would buy a cheap powered pwm splitter and plug them in to a header on the motherboard for powering a pwm fan. Either that or you could perhaps use a pwm fan controller. I only know of one which is the Corsiar Commander Pro but I am sure other people here know of alternatives.
 
I asked Kolink directly and they said unfortunately it's not possible to control the speed of the fans that come with it.

Plug one of the fans directly into the motherboard rgb header and try yhe rgb and fan speed. I think you mite have to instal msi mystic light or dragon centre to control them.
 
Even if they are not PWM fans they should still be controllable. If Kolink say they are not then all I can guess is that they are three pin fans but they have taken the led power supply from one of the pins so that they fans must be on full power or the leds won't work. I have never heard of that, but you never know. If they say they can not be controlled then I guess they can't be controlled. I would double check what they are saying though, it may be they mean that they can not be controlled with their hub.
Getting to the point, I am afriad I am not the best person to ask what to replace them with, I am far from an RGB expert and only know of one very expensive system. D:
