Just wondering which will be the better heat exchanger, the EK 360 XE or the EK 480 PE

both are different sizes and have different FPI so will react differently to fan speeds.

XE has 16fpi (60mm thick) the PE has 19fpi (40mm thick).

The 480 is more likely to cool more based on the larger surface area.

Better off with an XSPC TX480.

Regarding your question, PE40 for lower speed fans IMO.
