HP 8200 won't boot, bios? hard ddrive? new windows install?

Hi all.

I have an old HP 8200 that refuses to boot. I've tried formatting the HD and a different HD and I've tried reinstalling w7 and w10 from a cd.

When booting I get a blue screen with a message on, not bsod.

I've been into the bios and tried to get the pc to boot from the cd, I've had no luck.

HP support have nothing to offer me as the pc originally shipped with w7.
Can anyone help get the old pc up and running again?

Take out the cpu and re-seat it, do the same with the ram and unplug anything that's not needed and go from there.
