Cheap motherboard with full 16X slots X3

I could be wrong, but I don't think there are any consumer boards that support 3 16X slots at 16X bandwidth. The best I'm aware of is the Asus X570 ACE workstation, which supports PCI-E 4.0 8x/8x/8x.

The workstation-grade board (for Xeon-W) C422 SAGE seems to support PCI-E 3.0 16X/16X/16X, but it's very expensive and so are the CPUs.
 
Short of trying to find an older x79 or x99 board with a PLX PEX chip and required Xeon and availability and price are hit and miss you are looking at higher end workstation/server class setups which aren't cheap.
 
does threadripper offer it? Not cheap but might have enough modern pcie lanes. Otherwise the old i7-920 on x58(?) might also have enough pcie lanes for 3 pcie2.0x16 but it would only be at gen 2
 
This is very rare.

The only boards I've owned that do this, was the X99 ASrock Extreme 11, and the Z270 Supercarrier which had a PLX chip.

Why are you needing 3x full electrical 16x PCIE sockets? (Just curious) :)

I can't see them on sale right now but you could get some dubious no name X79/2011 boards for around £100 that supposedly had the PLX chip for 3x 16x but I never tested one to be sure - Linus or someone did test one awhile back and it was a bit hit and miss which features were actually up to the supposed spec and I believe you needed a E5 Xeon for some reason for a lot of features to work.
 
threadripper motherboards will offer your requirement but massively expensive.

AMD and Intel consumer boards X570/Z590 dont have that many PCIE lanes as the CPU only has 24 lanes and some additonal lanes offered by the chipset but wont come up to 48PCIE lanes.

as previous poster mentioned - X570 and Z590 can do 8/8/8 configuration.
 
the limitation is pcie lanes from the CPU, no budget board has that. they split the 1x16 into 2x8 to get 2x16 you need more pcie lanes and that means the expensive chipsets eg threadripper, X79 etc

why do you need 2x16 out of interest?

You can do that on pretty much any HEDT board from X79 onwards natively. Your best option might actually be a Chinese X79 board. The Jingsha X79 P3 is generally considered to be a good one and is available for £75-ish. Pair it with a Xeon E5-1650 v2 (£50-60 on Ebay) and you should be good to go. It's more difficult on the mainstream platforms due to the inherent lack of lanes available, so you'd need a board with a PLX chip. Those used to be more common 5+ years ago on higher end boards. Something like the Asus P8Z77-V Deluxe will do x16/x16 if you can find one cheap on the used market.

To answer the three-way question, the Asus WS X299 SAGE supports x16/x16/x16 (and x16/x16/x16/x16 actually), but it won't be cheap.
