Has anyone ever rented IPv4 addresses?

I notice some companies will rent you IPv4 address space for a monthly price per IPv4 (seems that a /24 is the typical minimum) and announce them for you using their BGP infrastructure and AS number. Since I'm going to need IPv4 addresses, this seems like the easiest solution.

I realise that these IPv4 addresses might be "dirty" in the sense that they might have been used for spam in the past, but I really need a /24 and getting one from RIPE is out of the question mainly because of cost and the fact that you join a waiting list.

Does anyone have any suggestions at all?

How many IPv4 do you need? Your provider may be able to offer good quantities of them subject to reasonable justification.

It's lucky dip whether you get one that's been used for spam in the past but it doesn't take long at all to clear up reputation.
Hecifed, CIDR.EU, HostUS are some lease providers I've recently announced IPs belonging to.
Anything more than £140-160/month for a /24 is a rip-off. Avoid logicweb

In terms of how many I need. I could start off with a /28 I guess, maybe even a /29 if fewer people are interested. I basically need one per virtual machine plus one for each host machine. So it really depends on demand.

I see, if you don't have an immediate need for the entire /24 just yet then you may wish to just rent the IPs from your server/colo provider, it'll be slightly more expensive having many smaller IP ranges but does have the added benefit of them being able to swap out for a different range if you find the one you've been allocated has too much of a bad rep. Plus you're obviously only paying for what you're using and not paying for a large block which is not being utilized.

You need to be careful leasing IPs too, some of the ranges have been fraudulently provided to these big IP lease providers and have historically been reclaimed by relevant internet registries. The last thing you'd want as a middle-man provider is to have your /24 revoked (or replaced) and have to tell all your customers they need to re-number their IP addresses.

For any VPS business I would definitely join RIPE and just consider it a cost of starting up.

It'll save you ever having to re-number as well.
 
It's quite a big commitment to join RIPE as a member.
You can get an agreed long term lease of a /24 for around £1200/year whereas first years RIPE membership is around £3000 (including the set-up fee) and then £1200/year and you still don't have your own IPv4 at that point yet.

You can however be "sponsored" by an LIR for around £100-200/year depending who you go to but you'll still need to source IPv4 and will be at the mercy of your LIR sponsor.
As a start-up without prior experience I'd recommend just finding a long term /24 lease for now.
