Loft Insulation

I'm having my loft insulated and the boarding raised for it to fit. However there is some boarding to the sides of the roof which I won't be using. Will it be ok to lay the new insulation over the boards (already insulated under them) or should they be removed?
 
It might be better to remove if the insulation underneath is compressed but overall I doubt it will make much difference either way.

The insulation underneath is not compressed, it's been in since the house was built in 1995 and is about 100mm.
 
the first 100mm is the stuff that gives you the most bank for buck. Ideally you want 100mm laid between the joists that run the length of the roof space and then you want to go at a 90 degree angle with another 100mm and the same again on top of that giving you 300mm in total. If you do this across the whole loft including the hatch you would see a mark improvement in your buildings ability to retain heat. Be careful at the edge of the roof though as if you have a cold loft you need to ensure the insulation isnt blocking the air from entering or leaving your loft space, you can get special trays that allow for this air flow. If you stop the air flow on a cold roof you will start getting issues with condensation.
