Helping troubleshoot a family members rig, Usually when he boots the system the fans on the card ramp up to around 50% for 1-2 seconds then settle back down, Seen this pretty normal behaviour with tons of GPU's, But after the latest driver the fans don't seem to do this and just hover around 800RPM on the bios startup logo, In windows they're fine and working as intended, Ramping up ingame with custom fan curves etc... but curious could the driver have caused this or could it be a fault ?

Sounds Like new drivers can check for temperature faster And have no need for fans to ramp up.

Fans going Fast on start Is becoz temp reporting is delayed .
Once temperature Feedback is confirmed the fans settle down.

So now temp feedback is happening faster .
Or something Like that.

I would look at the temps when the card is in use and if all fine then nothing to worry about
