My son has a Razer Huntsman mini with the new gen2 optical switches, it's the quietest rgb keyboard I've ever tried !

I need a tenkeyless rgb keyboard that's as quiet as possible. What is the best ?, Razer are dragging their heels putting the new switches in their other keyboards

Logitech G915 TKL Tactile would be certainly among the quietest.
(clicky switch variant ain't quiet)
Though if you're used to only thick full height keyboards it's comically slim.

As EsaT has said the G915 is probably going to be the quietest RGB TKL (assuming mechanical) keyboard due to the low nature of the keycaps. Suppose it depends on if you bottom out your keys or not as most the noise is from the backplate.

Depending on the feel, get linear or tactile. If you can customise it to limit noise then consider lube/o rings perhaps. Whether you want to place the keyboard on top of a mouse mat as well to dampen key presses.

If you are feeling adventurous I'd pickup a TKL with hotswap cability like a Keychron K8 and then I'd put Gateron silent black v2 inks in it, Silent Red Cherry or Silent Yellow Gateron switches. Do some switch lubing if you get the mechanical keyboard bug.

It's more cost effective than ever these days to do your "own" mechanical and hotswap means you can try many different switches.

But if you want a prebuilt, as said above the Logitech TKL will be a good shout. The Roccat TKL Pro with red switches will also be fairly quiet and a bit cheaper than the Logitech. Not everyone likes super low profile switches.

I second this. Have the Logitech and the razed and very close in terms of sound. Think Logitech is quieter... subjective topic though
