And if so would it still be good towards the end of the year?

I want to replace my gaming laptop with a smaller laptop and used to have an old apu 2 in 1 lenovo prior to gaming laptop which I liked, just was an A9 apu which was so so, but what liked most was the whole flip and touchscreen which is why I'm thinking of a modern one and so I've just been having a quick look whats about and this one caught my eye. It's £699 which may or may not be a good price especially considering my asus laptop was the same price couple years ago lol.

I say towards the end of the year as my folks my treat me to one for Christmas, so im not in a rush to change, just my requirements have changed and I want a smaller laptop from 11" to 14".

It's a good laptop for the money, especially if its the 16GB RAM version (Soldered RAM so you really want to get the one with more memory). Not great for gaming, but suspect that's not what you're looking for.
The 4700U punches most intel ULV (low voltage) chips in the 'parts', performance wise :)

The 4700U has been replaced by 5700/5800U now (the 5700u is basically a tweaked 4800U, whilst the 5800U is a full Zen 3 part, so about 15% faster clock for clock), but those tend to cost more; realistically though the CPU performance is still competitive on the 4700U and will be for a few more years.
If you can stretch to something with an 5800U though you'd be happier, as they have a faster CPU and slightly faster GPU. [basically even numbered parts ie 5600 and 5800 are Zen 3 design, odd numbered ie 5500/5700 are Zen 2], at an equivalent size ergo cooling equivalent.
The downside is the 5800U based machines seem to be largely out of stock atm.

Gaming wise, you'd likely want something stronger with a dedicated GPU, albeit the 4700U/4800U/5800U all have a relatively pokey APU GPU, just not as good as the likes of a proper gaming card.
