To be fair "lessons need to be learned" is a valid statement.

When learning is not applied to force change, that's when there is a problem.

There is a further issue where, say, one organisation learns and applies change, but that doesn't get passed on to similar organisations. That means they don't improve.

This happens more often that you would think.

IIRC the aviation industry takes "lessons to be learned" extremely seriously, which is why after pretty much any major incident there are changes and improvements as they look at all the areas where things went wrong making changes to reduces the chances of it happening again (even when that costs money), rather than just finding a fall guy/saying "things have changed".
And the whole industry across the country/world takes on those lessons.

I take less issue with the 'lessons to be learned' part, and more with:

'responses to victims of this complex crime is not yet good enough'.

I don't understand how jailing child abusers is in anyway complex.

Its like the Ned Flanders scene 'We've done absolutely nothing and are all out of ideas'.
