But yes, moun is right. It is a tracking chip so that they can steal the car back.

There are numbered pegs which slip onto that metal thing. Then the peg goes into the key board at the corresponding number. You then use a different, unnumbered, peg and put it in the hole next to the keg keg which unlocks the peg with the key and your metal tab on it.

Often keys end up with more than one tag on it.

Just a tag to write reg etc on it. Very common on cars from auction.

It's a tag often used by the Alzheimers association so someone can write their number plate on it. It's useful if someone with failing memory can't recall which car is theirs. Have you found your memory slipping recently? It might start with little things like suddently realising there is a tag on your keyfob that you don't recall being there before.
