New treated decking laid down. But what are these spots?

Watering can, really good squirt of bleach, fill with water. Water deck and leave.
If it's mold it will be gone the next day.
 
Just apply your chosen decking treatment, that'll sort it out.

Also, are those the tread boards - no grooves? If so, that's going to be slippery as **** in the in the autumn/winter!

I do believe "The grooves are meant to go underneath" is one of those nerdy facts people like to pull out at times like this :D

Although this will work it’s not a good idea to apply bleach to wood. You’ll also have to apply the solution to the entire deck otherwise you’ll end up with patches
